The U.S. Commercial Services in conjunction with the Marshall County Chamber of Commerce, the Moundsville Economic Development Council, the WVHTC Foundation and Dilworth Paxson, LLP presents “U.S. Export Controls: A Holistic Approach” on May 4, 2009 in Moundsville, WV during the Mock Prison Riot Event.  

Export controls imposed on U.S. exporters by the United States government emanate from various sources (State, Commerce and Treasury) and take a variety of forms. They can take the form of prohibitions (blockades, embargoes, boycotts, sanctions) or they can take the form of limitations (licensing requirements). Likewise, export controls can be product-specific or they can be based on end-use, end user or ultimate country destination. Export controls even proscribe certain types of behavior by U.S. exporters, as evidenced by the Foreign Corrupt Practices Act, the Anti-Boycott Act and the False Statements Act.  Then, there’s the whole issue of successor liability which makes U.S. companies accountable for the export violations of their predecessors.  These workshops will present a comprehensive and holistic overview of the U.S. export controls currently in effect and give U.S. exporters essential guidance for maneuvering through the complex maze of U.S. government-imposed export controls.

During two scheduled workshops companies will learn the two most important U.S. regulations for law enforcement/military related products.  As an experienced veteran in the field of international trade law, Margaret Gatti, Esquire will address the Bureau of Industry and Security’s Export Administration Regulations for Commercial and Dual Use products, the Department of State’s International Traffic in Arms Regulations, for Military and Defense related products, and the Office of Foreign Asset Control Regulations that apply to all exports, regardless of dual use or defense article status.  Mrs. Gatti’s presentation represents a holistic approach to U.S. export controls that offers practical and valuable advice to companies attending. 

About the Speaker

Mrs. Gatti engages exclusively in the practice of Customs law, export control law, international trade law, international tax law, and the Foreign Corrupt Practices Act.  Formerly, she was founder and principal of Gatti & Associates, a southern New Jersey-based law firm whose law practice was limited to international trade matters.   Joining the Philadelphia-based law firm, Dilworth Paxson LLP in November 2007, Mrs. Gatti was named Chair of the International Law Group and Managing Partner of the firm’s Washington DC office.

Mrs. Gatti has more than thirty years of practical international business experience, including positions as an international financial analyst, an international banker, and an international trade lawyer.
