It rose to nearly 95% by 1945 and remained between 95% and 90% until 1958. It declined gradually but remained above 85% until 1967. A sharp drop began in 1973; by 1979, it was at 65%. It climbed to 70% in 1991 and then dropped again, to just over 55% in 2000.
