NOTICE IS HEREBY GIVEN that a public hearing on the matter of adoption of
rules and regulations of the South Coast Air Quality Management District (AQMD)
will be held on Friday, June 5, 2009, in the Diamond Bar Auditorium, AQMD
Headquarters, 21865 Copley Drive, Diamond Bar, California, at 9:00 a.m. or
later, at which time evidence will be taken and all interested persons will be
heard by the AQMD Governing Board.
NOTICE IS FURTHER GIVEN that the AQMD is considering the adoption of
Proposed Rule 433 – Natural Gas Quality and the objectives of the proposed
rule are to monitor and determine the effects of new supplies of imported
liquefied natural gas (LNG) on the quality of natural gas being supplied to end
users located within the AQMD, and to mitigate increases of air pollutant
emissions caused by natural gas quality changes. The proposed rule requires
affected operators to prepare and submit a gas quality monitoring plan which
includes monitoring locations, sampling methods and calculations, and an LNG
rollout plan which includes past and future actions. The rule also requires
periodic reporting and affected operators are required to submit historical
data.

NOTICE IS FURTHER GIVEN that the AQMD is the Lead
Agency that has reviewed proposed Rule 433 pursuant to CEQA Guidelines §§15002
(k)(1) and 15061 and determined the proposed project is exempt from the
requirements of the California Environmental Quality Act. A Notice of Exemption
has been prepared pursuant to CEQA Guidelines §15062 - Notice of Exemption, and
will be filed with the county clerks of Los Angeles, Orange, Riverside and San
Bernardino counties immediately following the adoption of the proposed project.
NOTICE IS FURTHER GIVEN that at the conclusion of
the public hearing, the AQMD Board may make amendments to Proposed Rule 433 –
Natural Gas Quality, which are justified by the evidence presented or may
decline to adopt the proposed rule.

Interested persons may
attend and submit oral or written statements concerning Proposed Rule 433 at the
Board Hearing. Twenty-five (25) copies of all written materials must be
submitted to the Clerk of the Boards. Individuals who wish to submit written
comments for review prior to the hearing must submit such comments to the Clerk
of the Boards, 21865 Copley Drive, Diamond Bar, CA, 91765, (909) 396-2500, or to
cob@aqmd.gov on or before
May 26, 2009. Electronic submittals will only be accepted if
no more than 10 pages including attachments; and in MS Word, plain or HTML
format.
