Annual Report Training
Staff will be conducting informational training
sessions on the AB2766 software and materials on the
following dates below. Space is limited and early

Annual Report Software
- Note:
- This is a large
file and you may have long download time.
- You may need Winzip or a similar file compression
program.
- You must re-compress or re-zip the file before emailing report
to the AQMD.
How to download and use the
reporting files: |
1. |
Right click on the link and select "Save
Target As..." |
2. |
Select a directory where you can find the
file again and save the file. |
3. |
Find your download zip file
using Windows Explorer and double click on the file. |
4. |
When Unzip opens the file, choose the
extract command and save the file to location where you can
find the file. |
5. |
Locate the file you just extracted and
double click on the file to begin entering your
information. |
6. |
When you are done with the reporting file
be sure to save your information. |
7. |
To send the report to
us, you need to re-zip (re-compress) the file before
e-mailing. You can also use other compression
programs if you wish. |
8. |
You can either right click on the file and
select the zip file command or start your compression
program. |
9. |
Once the file has been zipped (
or compressed)
you can then email it as an attachment to AB2776 staff.
You must re-compress or re-zip the file before sending
the report to the AQMD via email. In some cases
you may need to also rename the files by changing the
".zip" extension by adding or removing letters. |

- What is the AB2766
program?
- Assembly Bill 2766 was adopted in 1990 to
provide revenue to reduce air pollution from motor vehicles and for related
planning monitoring, enforcement and technical studies.
- How is the AB2766 program
funded?
- State law authorizes the Department of Motor
Vehicles to collect a registration surcharge of $4 per vehicle to fund the
AB2766 program.
- What portion of the motor vehicle
registration fees are returned to the cities and counties?
- Forty percent of the AB2766 fund
(approximately $18.6 million in the South Coast Air Basin) is returned to the
cities and counties to fund transportation-related projects that reduce air
pollution.
- How is the AB2766 money distributed to
cities and counties in the South Coast?
- AB2766 revenue is distributed by the AQMD on
a quarterly basis to cities and counties in the South Coast Air Basin based on
their prorated share of the population.
- Are there guidelines that describe how
local jurisdictions can spend AB2766 money?
- Projects that are funded with AB2766 funds
must meet the criteria and guidelines in the California Air Resources
Boards (CARB) Criteria & Guidelines document and the SCAQMDs
Resource Guide.
- How do the cities and counties obtain the
Criteria & Guidelines, Resource Guide and
reporting
forms?
- Each year, the AQMD mails the reporting
forms, software and reference materials that are necessary to satisfy all
AB2766 implementation and reporting requirements. Materials are also available
upon request.
- How are cities and counties held
accountable for appropriate use of AB2766 funds?
- The AQMD contracts with an independent firm to
conduct random audits of AB2766 expenditures. The audits are performed
every two years.
- Can the AB2766 annual report be submitted
electronically?
- Local jurisdictions are encouraged to submit
the annual report electronically. Prior to the due date for the report,
the AQMD will offer training classes on the AB2766 reporting
software.
- Is technical assistance
available?
- Listed above is the AQMD staff
available to provide technical guidance on all aspects of the AB2766
program.
- How does the AQMD use the annual report
data submitted by cities and counties?
- The AQMD compiles all program and financial
information and prepares an annual report for CARB that outlines the regional
benefits and effectiveness of the program.
