    The rules of practice set forth in this subpart are applicable to 
``502(l) civil penalty proceedings'' (as defined in Sec. 2570.82 of this 
subpart) under section 502(l) of the Employee Retirement Income Security 
Act of 1974 (ERISA or the Act). Refer to 29 CFR 2560.502-1 for the 
definition of the relevant terms of ERISA section 502(l).
