The goal of this "Certified Person" training program is to train and
certify individuals that will assist industry in maintaining compliance
with applicable AQMD Rules 463 and 1178 requirements and permit
conditions through the timely identification, reporting, and correction
of equipment deficiencies.
Rule 463 requires individuals seeking to become Certified Persons to
complete a District tank self-inspection program. Individuals who attend
and successfully pass the exam in this Rule 463/1178 course will become
Rule 463 Certified Persons (pdf 84 Kb).
In addition, Rule 1178 requires individuals seeking to become
Certified Persons to complete a District tank self-inspection program
and a District approved fugitive emissions compliance inspection
program. The District’s Rule 1178 inspection program includes two
separate courses:
Individuals who attend and successfully complete both classes will
become Rule 1178 Certified Persons (pdf
84 Kb). You will have to
register and pay separately for each of the two classes.
If
you have previously successfully completed CARB Course
#395, you do not have to take it again.

463/1178 Class:
- Pre-registration is required to attend
this training; no walk-in registrations.
- To pre-register please provide the

telephone, E-mail & fax number
- Class fee is $125 per person, $50 for
recertification and is payable by cash or check to SCAQMD between 7:30
– 8:00 a.m. on the first day of class.

Expiration/Renewal Certification:
Rule 463 and
Rule 1178 Certification are valid for only three years from certified
date. To renew the certification, inspectors need to retake Rule
463/1178 class.
