THE FEDERAL CAREER INTERN PROGRAM (FCIP) is a 2-year entry-level, full-time employment and career development training program in the excepted service, designed to prepare individuals for a career in public service. Upon successful completion of the program, FCIP participants may receive a permanent, full-time position with the Food and Drug Administration (FDA).

  1. FCIP is open to students and non-students. You do NOT have to be a student to participate in the FCIP. Refer to job postings for required qualifications.

Position Overview and Duties

As a Federal Career Intern you will participate in developmental assignments designed to train you for the full performance level or promotion potential of the position. The employee serves as a Management and Program Analyst and is responsible for a wide variety of sensitive and complex duties involving analytical, coordinative, advisory and consultative services. He/She will work on a wide range of program operations, administrative, financial and management issues performed by the designated OC Office component.

Qualifications

QUALIFICATIONS: To be considered for this position, you must meet the minimum qualifications within 60 days of the announcement closing date.

Minimum qualifications:

Experience - GS-5: You qualify at the GS-5 level if you possess three years of progressively responsible experience that demonstrates the ability to: analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other non-specialized tasks) is not creditable.

Education - GS-5: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, may be substituted for experience at the GS-5 grade level. One year of full-time undergraduate study is defined as 30 semester hours or 45-quarter hours. You are required to submit a copy of your transcripts

Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Veterans' Preference

You may be eligible for veterans' preference if you meet certain criteria. To be entitled to preference, a veteran must meet the eligibility requirements in section 2108 of title 5, United States Code. This means that:

  • An honorable or general discharge is necessary.
  • Military retirees at the rank of major, lieutenant commander, or higher are not eligible for preference unless they are disabled veterans.
  • Guard and Reserve active duty for training purposes does not qualify for preference.
  • When requesting consideration for Federal employment, eligible veterans should claim preference on their application or resume.
