More than 16 million people live in the region covered by the South Coast Air Quality Management District (AQMD), which includes Orange County and portions of Los Angeles, Riverside and San Bernardino Counties. Due to the population and topography of the South Coast Air Basin, the AQMD has historically had the dirtiest air in the nation. The regulatory efforts to control the emissions of ozone-forming compounds have led to air quality improvements even as the population has risen.
