Regulations.gov is a Web-based Federal rulemaking application supporting the United States government in its rulemaking process. Regulations.gov is provided as a public service to increase participation in the government's regulatory activities by offering a central point for submitting comments on regulations. This Web site is an official United States government computer system. Information presented on this Web site is considered public information and may be distributed or copied. Unauthorized attempts to upload information or change information maintained on this Web site are strictly prohibited and may be subject to criminal prosecution under the Computer Fraud and Abuse Act of 1986 and the National Information Infrastructure Protection Act of 1995.

The Regulations.gov Web site contains a compilation of the regulations currently open for comment as published in the daily Federal Register. Every effort is made to ensure the Web site includes all rule and proposed rule notices that are currently open for public comment. Inclusion or exclusion of material from this compilation has no independent legal significance. Users who want to verify the current status of a proposed or final rule and associated comment requirements are urged to check the official edition of the Federal Register, which is available online via the GPO Access Web site.

Comments may be submitted through this Web site, or by any method identified in the specific Federal Register document. Any comment you provide through this Web site should be submitted in accordance with the directions in the Federal Register document. You should be aware that requirements for submitting comments may vary by Department or Agency, and some agencies impose special requirements for the submission of information, such as confidential business information or copyrighted works. To view any additional information or instructions for submitting comments, such as anonymous or sensitive submissions, refer to the specific Federal Register notice on which you are commenting and the Web site of the Department or Agency.

Do not submit information whose disclosure is restricted by statute, such as trade secrets and commercial or financial information (hereinafter referred to as Confidential Business Information "CBI") to Regulations.gov. Comments submitted through Regulations.gov cannot be claimed as CBI. Comments received through the Web site will waive any CBI claims for the information submitted. To submit CBI, follow the directions in the Federal Register document on which you are commenting, or contact the Agency or Department personnel whose name appears in the Federal Register document.

Electronic comments you submit directly through the Regulations.gov Web site will be maintained in two different locations depending on the Agency. For Agencies listed on this site as participating in the Federal Docket Management System, comments will be stored electronically within the system. For Agencies listed as non-participating (agencies which have yet to fully migrate to FDMS), comments will be sent directly to the Agency. In both situations, the Department or Agency receiving your comment is considered the official custodian of the comment. Your comment will not be considered until it has been properly received by that Department or Agency in accordance with the requirements described in the Federal Register notice. Users who want to verify that a Department or Agency has received their comment are urged to check directly with that Department or Agency.

The comments you provide to a Federal Department or Agency through Regulations.gov are collected voluntarily and may be publicly disclosed in a rulemaking docket or on the Internet.

You also may decide to send us personally identifying information, for example, in data fields on an Agency or Department's comment form. Some agencies will require submission of this personally identifying information for a comment to be considered, while other agencies will allow you to comment anonymously. The material you submit to a Federal Department or Agency through Regulations.gov may be seen by various people. Any personal information included in the comment form or in an attachment will be provided to the Department or Agency to which your comment is directed and may be publicly disclosed in a docket or on the Internet.

By providing comments you are consenting to their use and consideration by Federal Departments and Agencies. Agencies may provide additional instructions informing you how to grant consent for use of voluntarily-provided information.

The Regulations.gov Web site does not automatically collect personal information about you. For site security purposes and to ensure that this service remains available to all users, this government computer system employs applications that monitor access to identify unauthorized attempts to upload or change information, or otherwise cause damage. Therefore, this Web site does collect summary information used for system administration and site security, including the domain name and Internet Protocol addresses from which you are visiting; the type of browser and operating system being used to access the site; the pages you are visiting; the time you spend at each page; and the time and date of your visit. This Web site uses this information to create summary statistics, which are then used for such things as assessing what information is of most and least interest, determining technical design specifications, and identifying system performance or problem areas. Regulations.gov does not use persistent tracking technology (also referred to as "cookies") to place software files or other information on your computer.
