DEPARTMENT OF LABOR Office of the Secretary Submission for OMB Review; Comment Request October 25, 1999. The Department of Labor (DOL) has submitted the following public information collection requests (ICRs) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act of 1995 (Pub. L. 104-13, 44 U.S.C. Chapter 35). Affected Public: Business or other for-profit. Number of Respondents: 18,940. Estimated Time Per respondent: 5 minutes. Total Burden Hours: 1,515 hours. Total Annualized capital/startup costs: $0. Total annual costs (operating/maintaining systems or purchasing services): $0. Description: The construction standard on rigging equipment for material handling, 29 CFR 1926.251(c)(15)(ii), requires employers to retain a certificate of the proof-test performed on welded end wire rope attachments. The certification, prepared by the manufacturer or other equivalent entity, attest to the safety of the attachments after welding by testing them at twice their rated capacity. Ira L. Mills.
