Resources and Tools: Flexibilities and AuthoritiesOPM has designed a handbook, Human Resources Flexibilities and Authorities in the Federal Government [1.35 MB], that examines human resources (HR) flexibilities and authorities and how they can be used to manage your human capital challenges. This handbook is divided into three major parts: Part I describes the foundation of our Government-wide human resource system as a "single employer" and highlights the common policies that make for good public policy. Part II is designed for non-executive (e.g., the General Schedule system and Federal Wage System), and Part III is for the Senior Executive Service. A list of high-impact HR flexibilities is included in this guide as Appendix A. OPM has also designed a Website, Federal Hiring Flexibilities Resource Center that includes strategies and tools to assist you in exploring various hiring flexibilities.
