Notice of Funding Availability
(NSP-TA NOFA)
Fact sheet

Allocation: $50 million to be allocated by competition to technical assistance (TA) providers of HUD’s community development programs grantees and subrecipients; $11.5 million is available for local TA activities and the remaining $38.5 million is available for national and regional TA activities. No cost sharing is required.

Eligible Applicants: Eligible entities are states, units of general local government, non-profit entities, for-profit entities, and a consortium of organizations may apply, but one organization must be designated as the lead applicant for the consortium.

Competition Design: HUD will select NSP-TA providers on the basis of capacity and experience in: 1) undertaking the eligible TA activities; 2) the ability to manage and expend the requested level of funds within the three-year performance period; and 3) leveraging resources by using existing materials and limiting duplicative efforts.

Threshold Requirements: HUD has established a $750,000 award minimum for successful national TA applications, and a $500,000 award minimum for successful local applications.

Eligible National TA activities: Activities may include the development of written products, on-line materials and training courses as well as the delivery of direct TA.

Eligible Local TA Activities: Activities are limited to the development of needs assessments and the delivery of direct TA.

TA Priorities: Activities eligible for funding must address the following TA priorities for HUD’s community development programs grantees and subrecipients:

Designing and implementing NSP activities,
Building capacity,
Developing strategies to serve low-income households,
Adopting green development principles,
Improving performance and reporting techniques on NSP activities,
Developing and delivering Disaster Recovery Grant Reporting (DRGR) system training.

Limitations: An organization may not provide assistance to itself or to another organization with contractual ties to its organization.

Application Deadline: The application deadline date is June 8, 2009. Applications must be received via paper submission to the Robert C. Weaver HUD Headquarters building or local HUD offices by 5:00 p.m. on the deadline date.
