Rather than submitting two separate documents, OPM has consolidated its annual budget and annual performance plan to show clearly the linkage between its strategic goals and objectives and the resources needed to achieve them. Key External FactorsOPM has the statutory authority and responsibility to develop human resources policy for the Federal Government. Implementation of these policies may be affected by factors such as the economy. For instance, when the economy is stronger, the Government faces the same challenges of recruiting employees as the private sector. The ability of agencies to implement policies or take advantage of our technical assistance may be affected by unanticipated events that may cause them to temporarily redirect resources away from implementing new human capital practices until an event is resolved.
