OPM GoalsGoal 2Objective 2Monitor and assess agencies’ effectiveness in implementing merit-based strategies that support their mission. To help agencies assess their progress on human capital, OPM has developed a single "framework" to establish a common language for assessing, formulating, implementing and evaluating agency human capital initiatives. OPM, OMB, GAO and the President’s Management Council have endorsed the revised human capital standards for success. The framework is available online for agency use. In FY 2003 and beyond, this framework forms a common basis for internal and external review of human capital initiatives by the agency, OPM and oversight evaluators. Strategies
