CDBG - Toolkit on Crosscutting Issues

The Toolkits are an exciting new resource tool that will allow Entitlement and State grantees to find information on financial management, environmental, labor standards, acquisition, relocation and fair housing right at your fingertips. The Toolkit is a complete guide for CDBG grantees searching for applicable statutory requirements, regulations, notices, HUD Handbooks and other useful material. Instead of searching all over the web, grantees can now go to this one location and find the regulation or notice that grantees need to address their question. Grantees will also find web links to various departments such as the Labor Relations Office to assist in the review of new policies or regulatory changes. Over the past year, OBGA has provided training on several of these sessions, demonstrating the usefulness of the Toolkit. The feedback on the Toolkits has been overwhelmingly positive and thus the decision to post these materials for use by all CDBG grantees. OBGA has posted three toolkits at this time and expects to post the others as soon as possible.

Toolkit on Crosscutting Issues

Module 1: Financial Management and Procurement

Module 1 contains Office of Management and Budget (OMB) Circulars that guide financial management and cost principles across all Federal agencies (including HUD), as well as state, local and Indian tribal governments, educational institutions, hospitals and other nonprofit organizations. The Circulars are supplemented by HUD regulations, notices and handbooks. This module also contains several practical HUD-generated documents on managing grants, keeping funds moving and improving timely performance, as well as training materials and case studies on financial management and procurement.

Module 2: Environmental Review

Module 2 contains the statutes, applicable regulations, HUD handbooks and notices, other HUD documents, and forms that guide the Environmental Review process for HUD, state and local governmental organizations and other organizations using HUD funds. The HUD-generated documents, training materials, and case studies provide grantees with practical assistance on the Environmental Review process.

Module 3: Federal Labor Standards

Module 3 provides guidance on the administration and enforcement of Federal labor standards provisions, including Davis-Bacon wage and reporting requirements. It also contains practical HUD-generated documents for state and local agencies, as well as contractors, on applying prevailing wage requirements. In addition, this module includes training materials and case studies on key labor standards issues.

Module 4: Acquisition and Relocation

Module 4 contains the statutes, regulations, forms and other documents that guide the acquisition and relocation process for state and local governmental organizations and other organizations using HUD funds. The HUD-generated documents provide grantees with practical assistance on the acquisition and relocation process. In addition, this module includes training materials and case studies on acquisition and relocation.

Module 5: Fair Housing and Non-discrimination

Module 5 contains the statutes, regulations, forms and other documents that guide fair housing and non-discrimination practices in HUD programs. This module also contains guidance on economic opportunities in contracting and employment, including the Section 3 job training and employment program, and Minority Business Enterprise (MBE) and Women’s Business Enterprise (WBE) requirements. This module includes training materials and case studies on fair housing and non-discrimination issues.
