Welcome
to the HOME Front, HUD's Web-based training and technical assistance
site for individuals and organizations implementing the HOME Program
throughout the United States. We invite you to explore this site,
which gives you access to valuable HOME information and resources
through the click of a mouse button.
The
HOME Front is made up of a series of interactive training and
technical assistance modules. Each module allows you to explore
useful HOME topics in your own way and at your own pace, while the
navigation bar on the side of the screen gives you continuous access
to additional HOME Front resources from anywhere within the site.
HOME IDIS E-Learning System
This on-line self-guided tutorial teaches HOME PJs how to successfully set up and complete HOME activities in IDIS as well as how to improve performance on the HOME Snapshot Report
ABCs
of HOME
This
module presents an easy to understand, comprehensive overview of
the major components of the HOME Program. Topics covered include
subsidy types, eligible costs, property requirements, eligible beneficiaries,
affordability requirements, eligible activities, community housing
development organizations (CHDOs), program income, pre-award costs,
and HOME match. An optional interactive proficiency test is also
available to assess your understanding of key HOME concepts. This
module can be useful to all HOME partners, including PJs, nonprofit
organizations, community members, housing developers, and construction
contractors.
Calculating
Income Eligibility
This module enables you to determine the income eligibility of applicants
to HOME-funded programs, as well as calculate the amount of HOME
program assistance each applicant may receive (when applicable.)
The complex technical information and definitions involved in determining
income and allowances are presented in concise, easy-to-understand
language, and useful forms and tables are available for you to download
and/or print for everyday office use. PJ and nonprofit staff members
implementing HOME-funded programs will find this module particularly
helpful.
Energy
Efficiency
This module is available for CPD Program Staff and Grant Recipients
who are interested in increasing the energy efficiency of their
single and multi-family projects. This module will provide information
on the importance of energy efficiency in their rehabilitation projects,
strategic ways to increase energy efficiency and the benefits of
working with weatherization agencies when developing a rehabilitation
program.
Exercises
and Case Studies
This
HOME Front Module is a great way for you to test your knowledge
of the HOME Program. It is organized into sections that are based
on the Building HOME Training Manual. There are true/false, yes/no
and multiple choice questions which will challenge your knowledge
of the overview, administration, rules, Rental Housing, and Homebuyer
Activities.
HOME
and Low Income Housing Tax Credits (LIHTC)
This module is designed for developers, investors, and other individuals
or organizations interested in bringing HOME Program funds into
a LIHTC project. It is also for PJs and other community development
organizations interested in increasing the supply of affordable
housing in their communities.
HOME
Checkup
Monitoring
enables HOME Program participating jurisdictions (PJs) to assess
HOME Program performance and ensure that all HOME funds are spent
in accordance with the laws and regulations governing the HOME Program.
At a minimum, active and ongoing monitoring is critical to ensuring
compliance by a PJ-whether the PJ is implementing its HOME-funded
activities with its own staff exclusively or utilizing outside subrecipients,
state recipients, developers, and/or contractors to do so.
HOME
Crosscutting Federal Requirements
This module is designed for PJs, CHDOs, nonprofit organizations,
and other HOME participants who are subject to other HUD and Federal
laws and regulations beyond the HOME Statutes and HOME Final Rule.
These requirements (called "crosscutting" because of their applicability
across other Federally funded programs) cover a wide range of activities
that are regulated by the Federal government.
How
to Become a CHDO
What
is a CHDO? Why is a CHDO unique? How can my organization become
a CHDO? If you have ever asked any of these questions, this module
is for you! "How to Become a CHDO" not only provides detailed
descriptions of CHDO characteristics, roles, funding, and special
assistance, but describes the process, requirements, and benefits
of obtaining official CHDO status. Nonprofit organizations, local
government staff, and community members will find the step-by-step
design of this module clear and effective, and relish in their ability
to download and/or print useful tables and checklists.
Lead
Safe Housing Rule
This module is available to help recipients of CPD-administered
funds effectively implement the requirements of the Lead Safe Housing
Rule in their programs. This module is primarily intended for HOME
Grantee and Subrecipient staffs, such as Housing Program Directors,
Housing Program Staff, Rehabilitation Specialists, Inspection Staff,
and Environmental Staff.
Real Estate Acquisition and Relocation
This module is designed for HUD grantees and grant subrecipients
who implement and manage affordable housing development activities.
The module provides critical information on how HUD funded affordable
housing development activities may be impacted by two federal laws:
the Uniform Relocation Assistance and Real Property Acquisition
Policies Act (URA or Uniform Act) and Section 104(d) of the Housing
and Community Development Act.
Using
HOME to Underwrite Multifamily Housing Development
This module is available to non-profit staff, participating jurisdiction
staff, and HUD staff to provide basic guidance on multifamily underwriting
terminology and fundamental concepts, while also serving as an instructional
tool for the use of the HOME Multifamily Underwriting Template.
Together
these modules make up a comprehensive training seminar about how
to participate in the HOME Program.
