The Technology Transfer and Support Division of the EPA Office of Research and Development's (ORD's) National Risk Management Laboratory in collaboration with EPA's Office of Air Quality Planning and Standards' has developed a handbook to help state and local government officials implement ozone monitoring, mapping, and outreach programs. This handbook was developed for EPA's Environmental Monitoring for Public Access and Community Tracking (EMPACT) program. The program takes advantage of new technologies that make it possible to provide environmental information to the public in near real time. EMPACT is working with the 86 largest metropolitan areas of the country to help communities in these areas:
