January 29, 1999: Pay Administration; Premium Pay; Interim Rule

The Office of Personnel Management is issuing revised interim regulations on availability pay (a form of premium pay that applies to criminal investigators who are required to complete substantial amounts of unscheduled overtime duty) to incorporate the provisions of three laws that have become effective since interim regulations were first published on December 23, 1994. These statutory changes extend the coverage of availability pay to special agents employed in the Diplomatic Security Service of the Department of State and to pilots employed by the United States Customs Service who are law enforcement officers; permit any Office of Inspector General that employs fewer than five criminal investigators to elect to exclude those employees from availability pay; and provide alternative requirements for compensating overtime work and crediting unscheduled duty hours for special agents and other criminal investigators who provide protective services for Federal officials and other individuals. January 28, 1999: Suitability; Proposed Rule

The Office of Personnel Management (OPM) is proposing changes to the rule on personnel suitability which OPM previously issued as a proposed rule for comments. OPM has received and considered public comments and is now publishing for comment proposed changes. The proposed rule addresses many of the concerns expressed, incorporates many of the suggestions received, and makes additional changes because of policy revisions and the abolishment of the Federal Personnel Manual (FPM). January 28, 1999: Submission for OMB Review; Comment Request for Review of a New Information Collection; Notice

Announces that the Office of Personnel Management has submitted to the Office of Management and Budget a request for a new information collection. January 11, 1999: Hazardous Duty Pay; Final Rule

The Office of Personnel Management is issuing final regulations to provide an 8 percent hazard pay differential for General Schedule employees who perform work at a land-based worksite more than 3900 meters (12,795 feet) in altitude, provided such employees are required to commute to the worksite on the same day from a substantially lower altitude under circumstances in which the rapid change in altitude may result in acclimation problems. January 8, 1999: Submission for OMB Review; Comment Request Review of Information Collection: Instructions and Model CFC Application

Announces that the Office of Personnel Management has submitted to the Office of Management and Budget a request for clearance of a revised information collection. January 8, 1999: Civilian Acquisition Workforce Personnel Demonstration Project; Department of Defense (DoD); Notice

Notice of the approval of a demonstration project final plan covering the civilian acquisition workforce and teams of personnel, more than half of which consist of members of the acquisition workforce and the remainder of which consist of supporting personnel assigned to work directly with the acquisition workforce, throughout DoD. January 5, 1999: Excepted Service, Notice

Gives notice of positions placed or revoked under Schedules A and B, and placed under Schedule C in the excepted service, as required by Civil Service Rule VI, Exceptions from the Competitive Service, during October and November, 1998. January 5, 1999: Submission for OMB Review: Comment Request for Reclearance of Expiring Information Collections

The Office of Personnel Management published four notices regarding submission to the Office of Management and Budget of requests for clearance of information collections under the Paperwork Reduction Act of 1995, as follows:

  • SI 38-45, We Need the Social Security Number of the Person Named Below, is used by the Civil Service Retirement System and the Federal Employees Retirement System to identify the records of individuals with similar or the same names.  [Federal Register Notice: PDF or text]
  • The SF 2800, Application for Death Benefits Under the Civil Service Retirement System (CSRS), is needed to collect information so that OPM can pay death benefits to the survivors of federal employees and annuitants. SF 2800A, Documentation and Elections in Support of Application for Death Benefits When Deceased Was an Employee at the Time of Death, is needed for deaths in service only so that survivors can make the needed elections regarding military service.  [Federal Register Notice: PDF or text]
  • RI 25-49, Verification of Full-Time School Attendance, is used to verify that adult students are entitled to payments.  [Federal Register Notice: PDF or text]
