February 23, 1995: Temporary, Seasonal, and Intermittent Employment in the Excepted Service
The Office of Personnel Management (OPM) is amending its regulations to consolidate excepted service authorities for filling temporary, intermittent, and seasonal jobs, to remove coverage for appointments that no longer meet the criteria for exception, and to establish a new excepted service authority which could be used by agencies to meet urgent, short-term hiring needs.

February 23, 1995: Notice of Request for an Expedited Review of a Revised Information Collection Form RI 25-14
In accordance with the Paperwork Reduction Act of 1980 (title 44, U.S. Code, chapter 35), this notice announces a request for expedited review of a revised information collection. Form RI 25-14, Self-Certification of Full-Time School Attendance, is used to survey survivor annuitants who are between the ages of 18 and 22 to determine if they meet the requirements of Section 8341(a)(4)(c), and Section 8441, title 5, U.S. Code, to receive benefits as a student.

The Office of Personnel Management (OPM) is issuing proposed regulations governing the solicitation of Federal civilian and uniformed services personnel for contribution to private voluntary organizations under the authority of Executive Order 12353 (March 23, 1982).

February 10, 1995: Implementation of the Program Fraud Civil Remedies Act of 1986
 
The Office of Personnel Management (OPM) is publishing regulations to implement the Program Fraud Civil Remedies Act (PFCRA). Publication of these regulations will enable OPM to institute administrative proceedings against persons who have presented false claims or statements to OPM.

February 2, 1995: Executive Positions and Employment
 
The Office of Personnel Management (OPM) is issuing final regulations governing employment procedures for Senior Executive Service, senior-level, and scientific and professional positions as part of the implementation of Federal Personnel Manual (FPM) sunset. The regulations incorporate certain requirements that existed only in the provisionally retained FPM, which was sunset on December 31, 1994.
