Submission for OMB Review; Comment Request for a Revised Information Collection: SF 3106 and SF 3106A

The Office of Personnel Management (OPM) has submitted to the Office of Management and Budget (OMB) a request for a revised information collection. SF 3106, Application for Refund of Retirement Deductions/Federal Employees Retirement System (FERS), is used by former Federal employees under FERS, to apply for a refund of retirement deductions withheld during Federal employment, plus any interest provided by law.

The Office of Personnel Management (OPM) has submitted to the Office of Management and Budget a request for reclearance of an information collection. SF 2800, Application for Death Benefits Under the Civil Service Retirement System (CSRS), is needed to collect information so that OPM can pay death benefits to the survivors of Federal employees and annuitants.

Proposed Collection; Comment Request for Review of a Revised Information Collection

The Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget a request for review of a revised information collection. RI 78-11, Medicare Part B Certification, collects information from annuitants, their spouses, and survivor annuitants to determine their eligibility under the Retired Federal Employees Health Benefits Program for a Government contribution toward the cost of Part B Medicare.

Proposed Collection; Comment Request for Review of an Expiring Information Collection: RI 34-1 and RI 34-3

The Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget a request for review of an expiring information collection. RI 34-1, Financial Resources Questionnaire, collects detailed financial information for use by OPM to determine whether to agree to a waiver, compromise, or adjustment of the collection of erroneous payments from the Civil Service Retirement and Disability Fund.

Recruitment and Selection Through Competitive Examination

The Office of Personnel Management ("OPM") is issuing an interim regulation to allow agencies to decide how candidates are referred for competitive appointment when agencies fill multiple vacancies simultaneously. We are codifying a long-standing practice (based on 5 U.S.C. 3301 and 3302) of providing agencies with the option of either certifying a candidate for only one vacancy at a time, or certifying a candidate simultaneously for all vacancies for which that candidate expresses an interest, is eligible, and is within reach.

Reduction in Force Retreat Rights

The Office of Personnel Management (OPM) is issuing a final regulation that clarifies a released employee's potential right to "Retreat" to another position in a reduction in force. This regulation states that an agency determines the potential grade range of a released employee's retreat right solely upon the position held by the employee on the effective date of the reduction in force rather than the grade range of the position to which the employee may have a right to retreat.

Career Transition Assistance for Surplus and Displaced Federal Employees
