Issues: Fighting against HIV/AIDS is the strenuous task requiring world's collaborative efforts of all stakeholders. The Government of Japan, which had been the world's top donor for a decade in 1990s, lays much stress on assistance in combating the pandemic, and played a crucial role in establishing the Global Fund to fight AIDS, Tuberculosis and Malaria. Description: Japan has a variety of modalities to assist international organizations, governments and non-governmental organizations in addressing this issue. For international organizations, Japan has established special funds, such as Japan Policy and Human Resources Development Fund in the World Bank, Human Security Fund in UN, Japan Trust Fund (JTF) for HIV/AIDS in the International Planned Parenthood Federation, which could be utilized for building policy, strategy, organizational and human capacity for HIV/AIDS. As bilateral assistance, Japan has contributed to capacity building of managerial and technical human resources, laboratory system and research, and provision of laboratory equipment and supply. Local NGOs and civil societies are also supported through grassroot grants. Japan also supports South-South cooperation, which could provide opportunities of transferring good practices of developing nations to the neighboring nations and promoting regional cooperation. Lessons learned and Recommendations: Our past experience of assistance shows us that ownership and leadership is the key to extract great impact from external assistance. At the same time, it is more needed to promote partnership and harmonization among donors and other assistance organizations.
