2006 CFC NATIONAL/INTERNATIONAL LIST OF PARTICIPATING CHARITIES

We are pleased to make available the 2006 Combined Federal Campaign (CFC) National/International list. As always, unless we notify you of any changes to the contrary, this list must be reproduced exactly in your local campaign brochure and on the Federal agency's electronic information system, if available.

The list is being provided on our website (www.opm.gov/cfc/Charities/Lists/index.asp) in two formats -- Microsoft Word 7.0 and Excel 7.0. In addition, we are making available on the website the Preface and Introduction, a Table of Contents, alphabetical and numerical indexes and a version of the National list without the 25 word description for use by smaller campaigns (see 5 CFR §950.401(k)). The Preface and Introduction must be reproduced exactly in your local campaign brochure and on the Federal agency's electronic information system, if available.

There are 1,825 national/international organizations participating in the 2006 campaign. This includes two new federations, Children's Medical Charities of America and Mental Health Organizations of America. We also note that two returning federations will appear with a DBA. These are the Latin America Fund, Inc. (formerly Ayuda: Humanitarian and Development Aid for Latin America) and the Israel Fund, Inc. (formerly Tzedakah - Israel).

List Order

The CFC regulations at 5 C.F.R. Part 950 require that the categories of charities as they appear in the official CFC brochure be rotated annually. This year the order is: 1) International Organizations; 2) Local Organizations, and; 3) National/International Organizations. The order of these categories and order of federations in each category cannot be altered by campaigns. As a reminder, the LFCC must determine by a random drawing the order in which local federations and the alphabetical group of unaffiliated organizations appear in the brochure (5 CFR §950.401(g)(2)).

Index and Table of Contents

  • Index: To assist donors in their search for an organization we encourage you to add an alphabetical index of the participating organizations in the campaign brochure either in the back or front of the brochure. Alphabetical and numerical indexes for the National list will be available on the CFC website.

  • Table of Contents: The use of a Table of Contents is strongly encouraged. The Table of Contents (attached) reflects the official order of the categories of organizations, and must not be altered, except to insert the order of federations and group of unaffiliated organizations in the local section.

  • Small Campaigns: We have included a version of the National list without 25-word statements. This format may be used by campaigns that received less than $100,000 in contributions in the 2005 CFC and campaigns that are participating in the online brochure pilot program. These campaigns are also exempt from publishing an index.

Special Features

  • Where applicable, charities using a name other than their legal name must list their legal name in parenthesis. The entry must also have, where applicable, the Employer Identification Number. Keep in mind that religious organizations and Family Support and Youth Activities may not have an EIN.

  • Each participating organization may only appear once in the local brochure (i.e. organizations on the National list may not also appear on the Local list). However, listing of a national parent organization and its local affiliate is permitted, provided the local affiliate is separately incorporated and has met all local eligibility criteria.

  • Organizations on the National list cannot convert to the Local list, even if the national organization would otherwise qualify as a local organization.

  • Administrative and fundraising rates must be listed to the tenth of a percent. For example, a 10% rate would appear as 10.0% and a 10.52% rate would appear as 10.5%. Donors should be instructed to contact an organization directly if they wish to receive more information about a rate.

  • Organizations with an asterisk (*) next to their names have been found eligible even though their administrative and fundraising expenses were in excess of 25 percent of their total support and revenue. OPM determined eligibility based upon case-by-case assessments. The asterisk must be explained in the brochure and appear on the last page of the listing of participating charities as follows:

    * This organization has administrative and fundraising expenses above 25 percent and has provided OPM with a satisfactory explanation for and a plan to reduce these expenses below the 25 percent level. Because a variety of circumstances can affect an organization's administrative and fundraising expense rate, donors should contact the organization directly if they wish to receive more information.

  • All lists must be compiled in a single brochure.

The complete content of the CFC brochure must be made available to all Federal employees in either paper or electronic formats. Electronic formats must be consistent with the 2006 listing provided by OPM.

Please note that the National list will not be sent to campaigns on a diskette. The files are attached to this memorandum and will be available for downloading on the CFC home page: www.opm.gov/cfc.
