William
H. Eargle, Jr. is the Deputy Assistant Secretary for Operations
in the Office of Community Planning and Development (CPD). In this
capacity, he oversees the Office of Executive Services (OES) and
the Office of Technical Assistance and Management (OTAM). The OES
directs CPD's forty-three field offices. The OTAM includes budget,
personnel, general administrative management, systems and technical
assistance. In addition, Mr. Eargle simultaneously serves as CPD's
Comptroller. In this role he takes the lead in resolving audit findings
and recommendations, issues general financial management policy
for CPD, and helps to ensure that proper internal controls are in
place to protect Federal funding. Prior to coming to CPD, Mr. Eargle
was HUD's Deputy Chief Financial Officer for Accounting.
Mr.
Eargle began his Federal career in 1969 with the U.S. Department
of Transportation (DOT) as an auditor for the Federal Highway Administration.
In 1971, he transferred to the National Highway Traffic Safety Administration's
(NHTSA's) regional office in Atlanta, Georgia, where he served as
the Assistant Regional Financial Manager. His primary role in that
capacity was to help ensure that grantee financial and programmatic
operations were in compliance with Federal standards. In 1974, he
accepted the position of Regional Financial Manager for NHTSA's
office in Baltimore, Maryland. Administrative management of the
regional office and oversight of the state grantees were his main
charge.
In
1979, Mr. Eargle began working in Washington, D.C. with the Federal
Aviation Administration. From there, he moved back to NHTSA to work
in the headquarters Office of Financial Management. There, he directed
accounting operations, wrote national grant financial management
policy, and oversaw systems development. In 1983 Mr. Eargle was
selected to be the Accounting Officer for the Urban Mass Transportation
Administration at DOT (now the Federal Transit Administration).
In 1990, he accepted a position at HUD.
Mr.
Eargle is a native of Charleston, South Carolina. He received a
Bachelor of Science degree in Accounting from Newberry College in
South Carolina and a Masters in Business Administration from Loyola
College in Baltimore, Maryland. He is a Certified Public Accountant
and earned a certificate degree in the field of electronic data
processing.
