| Function and Use: |
The agency compiled and analyzed records about defense spending and receipts in foreign countries and created the International Balance of Payments (IBOP) accounting reports to submit to the Bureau of Economic Analysis of the Department of Commerce, in accordance with Bureau of the Budget Circular A-65, March 5, 1968. |
| Scope & Content Note: |
This series contains data on U.S. direct defense spending and U.S. military receipts in foreign countries. Direct defense expenditures represent outlays for goods and services purchased abroad under all U.S. defense programs by the military departments and the defense agencies. They include personnel expenditures abroad, payments by the Department of Defense (DoD) for procurement of foreign goods, payments for direct and indirect hire of foreign personnel, foreign expenditures by U.S. and foreign contractors employed by DoD, U.S. payments for commonly funded North Atlantic Treaty Organization (NATO) projects, and other outlays abroad for the U.S. military assistance program, such as foreign currency transactions. U.S. military receipts include U.S. Government cash receipts from foreign governments from the sale of military equipment and services. They include cash or credit sales of U.S. goods and services to foreign governments and international organizations under foreign military sales contracts, DoD sales of surplus property to foreigners, sales of materials and services to foreign countries and international organizations under logistical support programs, reimbursements by foreign governments for U.S. defense missions abroad, and sales to foreigners of surplus U.S. grant aid material. Overseas procurement by private U.S. firms in fulfillment of defense contracts are excluded, as are commercial sales of military type equipment not under the foreign military sales program. Each record potentially identifies the branch of service or Department of Defense agency, funding source, foreign country or international organization, fiscal year and quarter of the expenditure, the type of expenditure, and dollar amounts expended in each of four fiscal quarters. |
