DOL/ETA's DFLC Backlog Elimination Processing Centers (RFP-DCS-03-43) Revised 09/24/03 The Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting proposals to select a contractor to provide operations support to ETA's Division of Foreign Labor Certification. The successful offeror will provide an efficient, highly productive, and cost effective facility and organization for the processing of Permanent Labor Certification applications beginning with receipt to certification or denial of the application by an on-site federal official. The type of support anticipated are two fully staffed facilities or application processing centers on a national scale.
Community Connections (RFP-DCS-03-41) The United States Department of Labor, Employment and Training Administration, is soliciting proposals for a national initiative to strengthen, coordinate, and facilitate the understanding, implementation, and integration of employment and training public policy, including new legislation, throughout the Job Corps system. This effort will include a focus on enhancing community connections that benefit Job Corps students, the community, and employers.
Management and Support to DOL/ETA's DFLC (RFP-DCS-03-34) The US Department of Labor, Employment and Training Administration (DOLETA) is soliciting proposals to select a contractor to provide Management and Support (Project Management) to ETA's Division of Foreign Labor Certification (DFLC). The successful offeror will provide the DFLC with a broad range of managment support implementing, and monitoring an operational plan directed towards eliminating a large backlog of foreign labor cetification applications.
Impact Evaluation of the TAA Program (RFP-DCS-03-24) The US Department of Labor, Employment and Training Administration (DOLETA) is soliciting proposals for an evaluation of the Trade Adjustment Assistance (TAA) program, recently reauthoirzed and amended by the Trade Adjustment Assistance Reform Act of 2002. The evaluation is intended to generate information that will serve multiple pruposes, informing development of (1) administrative guidance, (2) technical assistance, and (3) legislation and budgertary prposals prior to the expiration of the Act in 2007. The evaluation will include a process analysis focusing on activites at the state and local level and a non-experiemental net impact study.
UI Actuarial Support (RFP-DCS-03-20) The U.S. Department of Labor, Employment and Training Administration (DOL/ETA) is soliciting proposals to provide actuarial support for the Office of Workforce Security in the areas of trust fund forecasting and profiling technical assistance to States, budget and legislative analysis, and producing statistical reports.

Youth Offender Demonstration Project Evaluation (RFP-DCS-03-09) The U. S. Department of Labor, Employment and Training Administration (DOL/ETA), is soliciting proposals to select a contractor to conduct an evaluation of the Youth Offender Demonstration Project. The proposed evaluation will include additional process evaluation focusing on the final rounds and will use quantitative and ethnographic methods to begin assessing the effects of the demonstration on participants and communities. The proposed evaluation will use three types of cross-site analyses to assess the demonstration's success in effectively providing core reentry services and employability skills and employment for youth offenders, gang members, and youth at risk of gang or court involvement: 1) process analysis, 2) outcomes analysis, and 3) ethnographic analysis.
Operation of a Job Corps Toll-Free Number (RFP-DCS-03-07)
