These are some terms that are specifically related to HUD's Office of Community Planning and Development (CPD) programs or functions.

Participating Jurisdiction
The term given to any State or local government that HUD has designated to administer a HOME Program. HUD designation as a PJ occurs if a State or local government meets the funding thresholds, notifies HUD that it intends to participate in the program, and obtains approval by HUD of a Consolidated Plan.

Permit
means a license granted by a landholding agency to use unutilized or underutilized property for a specific amount of time under terms and conditions determined by the landholding agency.

Person with disabilities
means a household composed of one or more persons, at least one of whom is an adult, who has a disability.

Political subdivision
means a unit of government within a State,
including a county, municipality, city, town, township, parish, village, local public authority, school district, special district, council of governments, or any other regional or intrastate governmental entity or instrumentality of a local government exclusive of institutions of higher learning and hospitals.

Population
means total resident population based on data compiled by the U.S. Census and referable to the same point in time.

Preferential traffic control
means any one of a variety of traffic control techniques used to give carpools, vanpools and public transportation vehicles priority treatment over single occupant vehicles other than bicycles and other two-wheeled motorized vehicles.

Priority Purchaser
The term given to any State or local government that HUD has designated to administer a HOME Program. Program activity
means one or more State actions, in a particular area, designed to promote energy efficiency, renewable energy and alternative transportation fuel.

Program Income
Gross income received by the PJ, State recipient, or a subrecipient directly generated from the use of HOME funds or matching contributions.

Project
One or more buildings on a single site or multiple sites that are under common ownership, management, and financing and are to be assisted with HOME funds as a single undertaking.

Project Completion
The stage at which all necessary title transfer requirements and construction work have been performed; the project complies with all HOME requirements; the final draw-down has been disbursed for the project; and the project completion information has been entered in the Integrated Disbursement and Information System (IDIS) established by HUD. For tenant-based rental assistance (TBRA), project completion means the final draw-down has been disbursed for the project.

Project sponsor
means any nonprofit organization or governmental housing agency that receives funds under a contract with the grantee to carry out eligible activities under this part. The selection of project sponsors is not subject to the procurement requirements of 24 CFR 85.36.

Property
means real property consisting of vacant land or buildings, or a portion thereof, that is excess, surplus, or designated as unutilized or underutilized in surveys by the heads of landholding agencies conducted pursuant to section 202(b)(2) of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 483(b)(2)).

Public building
means any building which is open to the public during normal business hours, including:
