The Group Leader of the Operating Permits Group (OPG) reports to the Director, AQPD.
The Operating Permits Group is responsible for developing national regulations and guidance
as required under the Clean Air Act Title V operating permits program (CFR Parts 70 and 71)
and for providing technical assistance on program implementation to EPA Regional Offices and
State and local agencies. The Group establishes and maintains cooperative working relationships
with Regional Offices, State and local agencies, other EPA programs, and interested parties
outside the government on regulatory and policy issues related to the operating permits program.
The Group provides direct support to assist Regional Offices in the review and approval/disapproval
process of State-submitted revisions to operating permit programs. It also assists Regional
Offices in ongoing oversight of these programs. The Group also coordinates resolution of
selected technical support issues with national implications with Regional Offices and
State and local agencies. The Group also establishes national operating permit program
information requirements and other performance measures for use in evaluating the program.
In addition, the Group provides input to the development of Regional Performance Measures
and evaluates strategic direction of regional programs and fulfillment of priorities
articulated in program specific guidance.
