A workbook and users' guide is available to help guide you through the START completion process. If you have questions at any point in the START process, please call the Neighborhood Networks Information Center (toll-free) at (888) 312-2743 and press 1 for technical assistance.

Your local HUD Neighborhood Networks Coordinator or Public Housing Neighborhood Networks Grant Manager can be a key resource through all phases of the business planning process.
