COMMENT RESOLUTION
In their vote sheets, Chairman Jackson and Commissioners Dicus, Diaz, and McGaffigan
approved the staff's recommendation, as reflected in the SRM issued on December
2, 1997 . Chairman Jackson would have preferred that the SRM include a statement
indicating that this delegation of authority neeed not have been forwarded for
full Commission approval since it fall within the category of actions considered
to be within the prerogative of the Chairman pursuant to provisions of the Reorganization
Plan of 1980.
