Overview
The files following this narrative provide the CY 2008 administrative fees for
the Housing Choice Voucher Program. For CY 2008, in accordance with the Appropriations
Act, administrative fees will be paid on the basis of units leased as of the first
day of each month; this data will be extracted from the Voucher Management System
at the close of each reporting cycle. Three fee rates are provided for each
housing authority (HA). The first rate, Column A, applies to the first 7200 unit
months leased in CY 2008. The second rate, Column B, applies to all remaining
unit months leased in CY 2008. The third rate, Column C, applies to all unit months
leased in units owned by the HA; these units are not included in the Columns A
and B totals. HAs should indicate in the Comments section of the VMS submittal
any units leased for the month that are HA-owned. These units should still be
reported in the regular leasing categories as well. The fee rates for each
HA are those rates covering the areas in which each HA has the greatest proportion
of its participants, based on most recent PIC data. In many cases, HAs have participants
in more than one fee area. If an HA so chooses, the HA may request that the Department
establish a blended fee rate schedule (Columns A, B and C), that will consider
proportionately all areas in which participants are located. Once a blended rate
schedule is calculated, it will be used to determine the HA's fee eligibility
for all quarters of CY 2008. For each HA's information, also posted here is the
complete list of fee areas nationwide, with the fee rates. The Department
is presently disbursing administrative fee funds monthly to each HA; these disbursements
are based on December 2007 fees. HAs should not assume that the fees actually
earned will match the funds being disbursed. The Department will calculate each
HA's fee eligibility after the VMS data for each quarter is available. The funds
available each quarter will be one-quarter of the annual appropriation for 2008.
Each HA's eligibility will be pro-rated if needed to ensure that earnings for
the quarter do not exceed one-quarter of the annual appropriation. If pro-rations
are necessary, the same percentage will be applied to all HAs. HAs should
use these fee rates, at the pro-rated level each quarter, to determine billing
amounts for portability activities. These fees also apply to the Moderate
Rehabilitation program and the 5 Year Mainstream program.
HAs had the
opportunity to request blended administrative fee rates, based on the areas in
which their participants resided on January 1, 2008. The file titled Blended Administrative
Fees 2008 identifies those HAs whose requests have been approved and provides
the blended fee rates. These rates shall be used in lieu of the rates shown in
the Administrative Fees 2008 file, for these HAs, for all purposes in CY 2008,
including portability billings.
