The Public Housing Administrative Reform Initiative is intended to identify
administrative requirements and related processes that can be streamlined while
still allowing the Department to maintain its essential oversight responsibilities.
As part of this initiative, the Department has received input from industry
partners, participating in thirteen focus groups. Over the past few months, participants
examined regulations, notices, and other process requirements for topics affecting
public housing agencies, particularly in the context of transitioning to asset
management. It was not the intention for each focus group to come up with "consensus"
recommendations, but rather seek input from all group members. These groups have
provided their final reports regarding current non-statutory administrative requirements
that might be streamlined to (1) better support and/or facilitate the transition
to asset management, and (2) ensure consistency with norms in multifamily housing,
where appropriate.
The study groups' final reports, each of which has different
recommendations, are below.
On September 27,
2007, the study group members will meet in Washington, D.C., to hear HUD's
preliminary read on their recommendations and to discuss their impact on each
of the study areas.
The meeting will start at 9:00 a.m. and adjourn
