Abstract: The Municipal Waste Combustion Guidelines/Federal Plan rulemaking fulfills EPA's obligation under section 129 (b)(3) to implement the MWC emission guidelines for large units. The Federal Plan serves to provide implementing authority in lieu of an EPA approved State Plan, and includes the emission limits and compliance schedules to retrofit large existing units by December 19, 2000. When a State Plan is subsequently approved, the Federal Plan will disappear.
