System Development at HUD (SDM)

The purpose of this site is to guide you through the HUD System Development Methodology (SDM) process, and provide easy access through the links below to the policies, procedures, and standards required to successfully develop systems at HUD.

Over the years we've put in place a number of policies and procedures for developing Information Technology (IT) systems. In addition, we've established IT Infrastucture and System Development platform standards for both IT operations and system development.

Project Leader Help Guide

  • Project Leader Help Guide (PDF)

The Project Leader Help Guide helps the new Project Leader, contractor or developer in understanding how HUD works, and how to successfully plan and manage an IT project at HUD. It's a roadmap to help navigate through key HUD processes, and provides basic guidance concerning what action is required, why the action is required, and when to typically take action.
