This report examines fundamental differences in the
policy and funding models for public sector information
(PSI) in the US as compared to Europe. It seeks to demonstrate
the economic and societal benefits of open access and
dissemination policies for public sector information,
particularly as compared to the limitations of the “cost
recovery” or “government commercialization”
approach. The report focuses primarily on the conclusions
of recent economic and public policy research in this
area, as well as examples of failed or limited cost
recovery experiments in the US and Europe.
