FREQUENTLY ASKED QUESTIONS - Ginnie Mae Enterprise Portal (GMEP)

GMEP Basics

Q: What is the Ginnie Mae Enterprise Portal?

A:
The Ginnie Mae Enterprise Portal (GMEP), over time, will serve as the single access point for all of Ginnie Mae's online business applications. When RFS is implemented, the following e-Access applications will be replaced by RFS:

  • Web EDI
  • Web IEDS
  • Web IIS
  • Issuer Feedback
  • Queries and Reports

The GMEP provides a secure method for Issuers to submit files to RFS for processing via an upload feature (files should not exceed 5MB).

Access to WHFIT and HRA will still be available via e-Access until migrated into GMEP in a later release that is scheduled for early 2009. GinnieNET will not be accessed through the GMEP until a later date.

Q: Why do Issuers need to register to use the GMEP?

A:
The GMEP provides for a single sign-on and authentication process. In order to access the GMEP, all Issuers must register two security officers with Ginnie Mae by August 29, 2008. Refer to APM 08-08 for additional details. Registration is required even if an Issuer uses a service bureau, as the Issuer will need to access the GMEP to view exception feedback and reports. Service bureaus cannot access the GMEP.

Issuers that are ready to test must register their security officers with Ginnie Mae in order to participate in the RFS issuer testing which will begins October 1, 2008.

GMEP Registration Forms

Q: Where do I send our completed GMEP Registration forms?

A:
Please return the completed and signed form to:

      Ginnie Mae Security Administrator
      Ginnie Mae Relationship Services
      C/O The Bank of New York
      101 Barclay Street - 8 East
      New York, NY 10286-0001

Completed forms can be faxed to:

      Ginnie Mae Security Administrator

Note: Completed forms with original signatures must be mailed and received before the Security Officer ID can be activated.

Q: Will we need to send GMEP Security Officer Registration Forms for all of our personnel who will use the GMEP?

A:
No, only send GMEP Security Officer Registration Forms for the first two GMEP Security Officers at your company. Once they are granted access, your GMEP Security Officers will be responsible for creating and managing GMEP user accounts for anyone else at your company that requires access to the GMEP.

Q: On the GMEP Registration Form, should we complete the section labeled "Ginnie Mae Security Administrator"?

A:
No, this section will be completed by Ginnie Mae.

Q: We are an issuer and we also service multiple issuers. Do you require we fill out a GMEP registration form for each issuer that we service?

A:
You may fill out one GMEP Registration form listing the issuer numbers of the issuers that you service.

GMEP Security Officers and Authorized Officers

Q: Can we have more than two GMEP Security Officers?

A:
Yes. Once you have submitted GMEP registration forms to Ginnie Mae for the first two GMEP Security Officers at your company these two GMEP Security Officers will be given GMEP user accounts that will allow them to create additional GMEP Security Officers for your company.

Q: Can we designate personnel at our subservicer to act as either our "GMEP Security Officers" or our "Authorized Officer"?

A:
No, both the GMEP Security Officer and the Authorized Officer must be personnel within the issuer's organization.

Q: Can the GMEP Security Officers have other Ginnie Mae reporting duties (i.e. within RFS or GinnieNET) or do they have to be two other people who only have Security Administration duties?

A:
The GMEP Security Officers may have other reporting duties within the RFS and GinnieNET systems.

Q: Can the GMEP Security Officer and the Authorized Officer (authorized signer the HUD form 11702) be the same person?

A:
Yes.

Q: Does the GMEP Security Officer have to be an authorized signer the HUD form 11702?

A:
No, the GMEP Security Officer does not have to be an authorized signer on the HUD form 11702.

Q: Can GMEP Security Officers also be users of GMEP?

A:
Yes.

GMEP User Accounts

Q: In the event that the user accounts of the GMEP Security Officers become locked out of the system, how can we regain access?

A:
Contact the Ginnie Mae Help Desk and ask them to unlock the accounts. You can contact the Ginnie Mae Help Desk at by calling (800) 234-4662, Option 1. Alternatively, you may send an email to ginniemae@bankofny.com with the subject line "Portal Registration"..

Q: Do all security officers and user passwords expire every 60 days?

A:
Yes.

Q: I have submitted my GMEP registration form. When should I expect to receive the user IDs and passwords and when will these become active in the GMEP?

A:
Once you have submitted your GMEP registration forms, please wait until Ginnie Mae contacts you to give you the user login information. Please watch the Ginnie Mae web site for announcements regarding availability of the GMEP.

Who should have access to the GMEP

Q: We currently complete monthly reporting through EDI. Do we need access to the GMEP?

A:
Yes. All issuers must register to use the GMEP. Once RFS goes live, EDI will no longer be supported. Instead, issuers will report data in the format described in the RFS Issuer Reporting Technical Specification. Issuers will submit these files either through one of these file transmission protocols: SFTP or HTTPS. To submit through HTTPS, issuers will have to log-in to the GMEP. Issuers will also have to log-in to GMEP (A) to download files containing exceptions and, (B) to access some of the current e-Access features.

Q: Should our secondary marketing department personnel (who pool and ship loans to GNMA) have access to the GMEP?

A:
No, GinnieNET users should not register for the GMEP at this time. Eventually, GinnieNET will be made accessible through the GMEP. Once that occurs, GinnieNET users will be required to register for the GMEP. Ginnie Mae will notify these users of this change.

Q: Will Ginnie Mae Document Custodians be required to access the GMEP?

A:
Yes. Eventually, Document Custodians will access the e-Access and e-Notification applications through the GMEP. Ginnie Mae will publish additional information regarding this change in the near future. Once that occurs GinnieNET users will be required to register for the GMEP. Ginnie Mae will notify these users of this change.
