OPM Continues To Meet Strategic and Operational Plan Goals On Time and Ahead of Schedule

Second Contract to Modernize Federal Retirement System Highlights Goals Met for May

Washington, D.C. - U.S. Office of Personnel Management (OPM) Director Linda M. Springer today announced the agency has met its target goals for the month of May as outlined in its Strategic and Operational Plan. Four additional goals were met ahead of schedule.Springer credited the continued hard work and dedication of OPM staff for once again meeting all established monthly targets.

"I am proud of the work OPM employees do every day," said Springer. "But what I'm most proud of is when OPM sets a goal, it achieves it in a timely manner."

A key goal due June 1st was the award of a contract to Accenture to develop Business Transformation/ Information Technology models as part of OPM's Retirement Systems Modernization effort. The contract complements OPM's ongoing transition to an electronic retirement benefits processing system. It represents the second step in OPM's three-prong approach to modernize retirement systems, ensuring Federal retirees receive their full retirement benefits in their first retirement checks.

In addition, OPM met six other goals including:

  • Implemented the Career Patterns program to prepare the federal Government to bring the next generation of employees into the workforce. This program will transform the way agencies think and recruit in order to hire a new wave of workers into government positions. OPM will unveil the details of the new plan on June 6;
  • Implemented of the OPM performance appraisal Beta system, or test site to ensure employee performance plans are results-driven and link to agency goals, and to ensure performance and award distinctions are made. The OPM Beta site performance period began June 1 and will extend through September 30;
  • Obtained commitment from five agencies (the Transportation Security Administration, the Coast Guard, the Department of Housing and Urban Development, the Department of Transportation, and the Federal Aviation Administration) for migration to the Human Resources Line of Business Shared Service Centers. Achievement of this goal is four months ahead of schedule;
  • Acknowledged receipt of all Congressional inquiries within 24 hours. Achievement of this goal is one month ahead of schedule;
  • Posted of a functional organizational directory on the internal OPM website. Achievement of this goal is one month ahead of schedule; and,
  • Developed eight proposed/final human resources regulations during fiscal year 2006. Achievement of this goal is four months ahead of schedule.

"We are moving forward on the path of success," Springer concluded. "Month-by-month we will meet each goal outlined in our Strategic and Operational Plan and ensure we are prepared to meet the needs of the federal civilian workforce."
