FEDERAL QUALITY PROGRAM TRANSFERRED TO OPM

Washington, D.C. -- OPM's Office of Executive Resources will take over the principal responsibilities of its Federal Quality Institute (FQI). The announcement was made today by Office of Personnel Management Director Jim King who said this action shifts responsibility within OPM for imparting quality principles to federal managers and employees, while fulfilling the Clinton Administration's mandate to streamline agency operations.

In addition, OPM will coordinate and produce the Annual National Conference on Federal Quality, and the President's Quality Award Program, each currently a function of the FQI. The yearly conference and award program recognize federal organizations for improving customer service through quality-management initiatives.

The decision to integrate FQI's products with OPM's delivery systems was based on the conclusion that reassignment of the institute's responsibilities would enhance the agency's effectiveness at imparting quality-management practices at all levels throughout the federal government, as well as the need to restructure FQI's programs to operate at less cost.

"The integration of these OPM operations represents our unwavering commitment to the development and implementation of quality-management programs," said Jim King. "Quality-management education and delivery systems will be continued, enhanced and further developed under the OPM umbrella."

The reassignment of FQI's programs is effective September 30, 1995. The House Appropriations Subcommittee on Treasury and Postal Service voted June 28 to eliminate FQI.
