Washington, D.C. -- Locality-based comparability payments, known as locality pay, have been extended for 1997 to members of the federal governments Senior Executive Service, to administrative law judges, and other categories of federal employees. The Presidents Pay Agent announced the extension of the locality payments in a December 5, 1996, memorandum to the secretaries and directors of federal departments and agencies.
Employees receiving a locality pay increase as a result of the extension will receive the same locality percentage increase as all other employees in a given local pay area. However, the actual locality rate of pay is capped at Level III ($123,100) of the Executive Schedule. In 1997, there are 29 defined local pay areas, plus a catch-all Rest of U.S. category. Cumulative locality pay increases since 1994 range from 4.81 percent to 11.52 percent.
The Presidents Pay Agent comprises the Secretary of the U.S. Department of Labor, and the Directors of the U.S. Office of Management and Budget and U.S. Office of Personnel Management.
Yet to be determined is whether a basic pay increase will be provided to the Senior Executive Service. The President will decide this issue at a later date.
