Ex-Im Bank History By Month: August

1944: Ex-Im Bank provides a $500,000 credit to Ethiopia, the first country to receive post-war reconstruction financing from Ex-Im Bank—even before World War II is over.

1951: August 28—President Truman issues Executive Order No. 10281. Coming on the heals of the Defense Production Act of 1950 that gave the president emergency authority over domestic economic activity to fight the Korean War, the Executive Order provides for agricultural and defense production loans issued by Ex-Im Bank that are certified by the agriculture secretary and defense production administrator.

1953: Senator Homer Capehart’s “citizen advisory committee” of influential industrialists and bankers meets in Washington. The committee is part of an initiative to counter the White House’s efforts to limit Ex-Im Bank’s activities. The previous June, President Eisenhower issued Reorganization Plan No. 5 that eliminated the Board of Directors and replaced the board with a managing director.

1957: Ex-Im Bank is authorized to make loans in foreign currencies.
