A notice was published in the Federal Register on December 9, 2005, which describes the steps that HUD applicants must take to register successfully at the Grants.gov website. Registering now, in advance of HUD posting its FY 2006 funding opportunities, can provide applicants sufficient time to address questions with the registration process. A study commissioned by the Federal Reserve Bank of Richmond and the Local Initiatives Support Corporation has found that the City of Richmond's 1999 decision to concentrate its Community Development Block and HOME spending in just seven areas of the city has demonstrated that "even relatively uncompetitive, disadvantaged neighborhoods can be revitalized if public and private investments are predictable, sustained and spatially targeted."

On May 16, 2005, the Federal Highway Administration as Lead Federal Agency for the Uniform Act, published an updated Residential Fixed Moving Cost Schedule in accordance with 49 CFR 24.302. The new schedule is effective June 15, 2005 or on such earlier date as an agency elects to begin operating under this schedule.

On a recent Friday, about 25 people from various provider agencies in the community went along for a ride through a continuum of services. Sponsored by HOPE for the Homeless, the regional continuum of care for northwest Louisiana, the tour of five programs provided much insight into the caring and chaos that exists within the programs and the people that they serve. These tours will continue quarterly to inform workers and volunteers about housing and service delivery and the needs that remain unfilled.
