NRC ADVISORY COMMITTEE ON REACTOR SAFEGUARDS TO MEET DECEMBER 5-7

The Nuclear Regulatory Commission's Advisory Committee on Reactor Safeguards (ACRS) has scheduled a technical meeting December 5-7 in Rockville, Maryland.

The meeting, which is open to the public, will be held in Conference Room 2B3 in the NRC's Two White Flint North Building at 11545 Rockville Pike.

Although meetings of the ACRS are open, they are not part of the NRC's public hearing process. The ACRS, an advisory group to the Commission, conducts independent, highly technical reviews of safety considerations related to nuclear facilities. While anyone may attend, the committee will consider only oral or written statements arranged in advance and limited to specific matters set forth in a Notice of Meeting published in the Federal Register November 20.

The meeting may include closed sessions, if required, to discuss proprietary information.

Here is the complete meeting agenda:

THURSDAY, DECEMBER 5

8:30 a.m. to 8:45 a.m. -- Opening remarks by the ACRS chairman.

8:45 a.m. to 10:45 a.m. -- Discussion with NRC staff on risk-informed, performance-based regulation.

11 a.m. to 12:30 p.m. -- Discussion with NRC staff on research involving instrumentation and control systems.

1:30 p.m. to 3:30 p.m. -- Discussion with NRC staff on issues associated with plant aging.

3:45 p.m. to 5:15 p.m. -- Discussion with NRC staff on the NRC Human Performance Program Plan.

5:30 p.m. to 7:15 p.m. -- Preparation of ACRS reports.

FRIDAY, DECEMBER 6

8:35 a.m. to 9:15 a.m. -- Preparation for meeting with NRC Commissioners. Topics of discussion include digital instrumentation and control systems; Office of Nuclear Regulatory Research Plan for upgrading NRC thermal-hydraulic codes; risk-informed, performance-based regulation; use of safety goals on a plant-specific basis; and use of RULENET in the regulatory process.

9:30 a.m. to 11 a.m. -- Meeting with the NRC Commissioners (Commissioners Conference Room, One White Flint North).

11:15 a.m. to 11:45 a.m. -- Future ACRS activities.

11:45 a.m. to 12:15 p.m. -- Report from the planning and procedures subcommittee. (Note: A portion of this session may be closed to discuss organizational and personnel matters).

1:30 p.m. to 2:30 p.m. -- Discussion with NRC staff regarding modifications to the emergency response program.

2:30 p.m. to 2:45 p.m. -- Reconciliation of ACRS comments and recommendations.

2:45 p.m. to 3:15 p.m. -- Election of officers for calendar year 1997.

3:30 p.m. to 7:15 p.m. -- Preparation of ACRS reports.

SATURDAY, DECEMBER 7

8:30 a.m. to 12:30 p.m. -- Preparation of ACRS reports.

12:30 p.m. to 1:30 p.m. -- Strategic planning session.
