I-99-98 December 3, 1999 NRC Prehearing Conference Scheduled for Millstone Station A Nuclear Regulatory Commission Atomic Safety and Licensing Board has scheduled a prehearing conference on Monday, December 13, in New London, Conn., in a licensing proceeding concerning a request by Northeast Nuclear Energy Company to amend its license for Millstone Station Unit 3 in Waterford, Conn. The conference, which is open to the public for observation, will begin at 9:00 a.m. in Ballroom 3 at the Radisson Hotel, 35 Governor Winthrop Blvd., New London. It will continue on Tuesday, December 14, at 9 a.m., to the extent necessary. NU has requested a license amendment to increase the capacity (through the addition of high-density storage racks) of the spent fuel pool of Millstone 3. A request for a hearing has been filed jointly by the Connecticut Coalition Against Millstone and the Long Island Coalition Against Millstone. Participants at the conference will discuss the issue of the petitioners' standing to intervene in the proceeding and the admissibility of their contentions. The Licensing Board plans to set a time later to receive oral statements from any person who is not a party to the proceeding or a petitioner for intervention. It does not intend to receive such statements at this prehearing conference. Written statements should be submitted to the Office of the Secretary, Rulemaking and Adjudications Staff, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555. A copy should also be sent to the Chairman of this Atomic Safety and Licensing Board, T3 F23, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555.
