Forecast of HHS’ Contracting Opportunities for FY 2009 FOREWORD

Public Law 100-656 requires the Department of Health and Human Services (DHHS) to publish an annual “Forecast of HHS’ Contracting Opportunities”. The law emphasizes advance acquisition planning, which provides all of our customers with a better understanding of our requirements.

It is departmental policy that all small, small disadvantaged, women-owned, HUBZone and service-disabled veteran-owned businesses receive a fair, equitable and impartial share of the contracts awarded by the Department. The forecast is one tool that will help the small business community effectively market their goods and services to the cognizant components within the Department.

The Forecast of HHS’ Contracting Opportunities includes projections of all anticipated contract actions above $100,000. The forecast is for informational and marketing purposes only. It does not constitute a specific offer of commitment by HHS to fund, in whole or in part, the opportunities referenced herein. This listing is not all-inclusive and as additional information is obtained, it will be posted. For more information on all opportunities above $25,000, check www.FedBizOpps.gov.

ORGANIZATION OF HHS’ ACQUISITION OFFICES

These operating divisions represent components with specialized missions, and consistent with the specialization of their missions, formulate their acquisition needs and plans, and conduct their acquisition operations, utilizing their own contracting offices. The Department’s acquisition operations throughout are conducted in accordance with common standards and procedures set forth in the Federal Acquisition Regulation (FAR), and implemented by the Department of Health and Human Services Acquisition Regulation (HHSAR).

HHS is organized into nine principal operating divisions:

  • Agency for Healthcare Research and Quality (AHRQ)
  • Centers for Disease Control and Prevention (CDC)
  • Centers for Medicare and Medicaid Services (CMS)
  • Food and Drug Administration (FDA)
  • Health Resource and Services Administration (HRSA)
  • Indian Health Service (IHS)
  • National Institutes of Health (NIH)
  • Office of the Secretary, Biomedical Advanced Research and Development Authority (OS/BARDA)
  • *Office of the Secretary/Program Support Center (OS/PSC)
  • Substance Abuse & Mental Health Services Administration (SAMHSA)

*PSC is a fee-for-service organization and is located under the Assistant Secretary for Administration and Management.

HOW TO USE THE FORECAST

The forecast is listed by operating divisions and you should review it to identify acquisition opportunities, which apply to your business. Each forecast entry provides the following information:

  • North American Industry Classification System (NAICS) Code
  • Product or Service Description: A brief description of services or products being purchased
  • Estimated Dollar Range: The approximate value of each purchase
  • Quarter: The approximate quarter that the notification for bids and proposals will be announced.
  • Set-Aside: Type of set-aside, i.e., small business, 8(a), women-owned, hubzone
  • Full & Open
  • Point of Contact: Contact Person, Telephone Number and E-mail Address
