Workforce Investment Act (WIA) Performance Measures

The core performance measures are the key measures of success in achieving the legislative goals of WIA. The measures are used to: set agreed upon performance goals on a State and local level; ensure comparability of state performance results to maintain objectivity in measuring results for incentive and sanction determinations; and provide information for system wide reporting and evaluation for program improvement.

Adult Program

Entry into unsubsidized employment;

Retention in unsubsidized employment six months after entry into the employment;

Earnings received in unsubsidized employment six months after entry into the employment; and

Attainment of a recognized credential relating to achievement of educational skills, which may include attainment of a secondary school diploma or its recognized equivalent, or occupational skills, by participants who enter unsubsidized employment.

Dislocated Worker Program

Entry into unsubsidized employment;
Retention in unsubsidized employment six months after entry into the employment;
Earnings received in unsubsidized employment six months after entry into the employment relative to earnings of job of dislocation; and
Attainment of a recognized credential relating to achievement of educational skills, which may include attainment of a secondary school diploma or its recognized equivalent, or occupational skills, by participants who enter unsubsidized employment.

Youth Program

Older Youth (aged 19-21)

Entry into unsubsidized employment;
Retention in unsubsidized employment six months after entry into the employment;
Earnings received in unsubsidized employment six months after entry into the employment; and
Attainment of a recognized credential relating to achievement of educational skills, which may include attainment of a secondary school diploma or its recognized equivalent, or occupational skills, by participants who enter unsubsidized employment or who enter postsecondary education, advanced training or unsubsidized employment.

Younger Youth (aged 14-18)

Attainment of basic skills and, as appropriate, work readiness or occupational skills;
Attainment of secondary school diplomas and their recognized equivalents; and
Placement and retention in postsecondary education, advanced training, military service, employment, or qualified apprenticeships.
