Associate Administrator

Antonio Doss was appointed as Associate Administrator for the U.S. Small Business Administration’s (SBA) Office of Small Business Development Centers in April 2004. With over 19 years of experience in financial services, community affairs, and the Federal government, his career demonstrates an evolution of progressively responsible management roles with a reputation for performance, leadership, customer outreach and personal integrity.

As Associate Administrator, Mr. Doss manages a $90 million program that funds 63 Small Business Development Lead Centers in every state plus the District of Columbia, Guam, Puerto Rico, American Samoa and the U.S. Virgin Islands and more than 1,100 service locations nationwide. Through these centers and in partnership with the Association of Small Business Development Centers, the SBA provides up-to-date counseling, training and technical assistance in all aspects of small business management including assisting small businesses with financial, marketing, production, organization, engineering and technical problems and feasibility studies.

Prior to his appointment as Associate Administrator, Mr. Doss graduated from an extensive senior executive leadership program at the SBA. During the three-year program, Mr. Doss acted in several key leadership roles within the Agency, most recently as Deputy Assistant Administrator for the Office of Administration. As National Director of Business Matchmaking, he developed and executed a new model for procurement matchmaking using an innovative web-based scheduling portal to pre-schedule meetings between small businesses and procurement officials. The program was the cornerstone of the National Business Matchmaking initiative. He also served as Deputy Associate Administrator for the Office of Lender Oversight and Assistant Administrator for Operations in Program Support in the Office of Government Contracting and Business Development at SBA.

Prior to coming to SBA, Mr. Doss was a senior vice president at Bank of America where he managed the bank’s community development program in the Mid-Atlantic Region. Under his leadership, Bank of America received the highest ratings from the Office of the Comptroller of the Currency for its commitment and demonstrated results in community reinvestment. While at Bank of America, Mr. Doss also managed SBA lending teams, branch offices, a consumer lending product group and championed overall mortgage and real estate lending to low- and moderate-income communities.

Mr. Doss continues to be active in a variety of volunteer and community service organizations. He is currently President of the Charles H. Flowers High School PTSA, and a member of the Finance Committee at First Baptist Church of Glenarden, MD. Among his prior volunteer leadership roles, he served on the executive board of the YMCA of Metropolitan Washington as Chair of their Human Resources Committee, and as Chairman of the Board of the Bowie State University Foundation.

Mr. Doss earned a bachelor’s degree in management from Robert Morris College. He is also a graduate of Leadership Maryland and the Consumer Bankers Association’s Graduate School of Bank Management, at the University of Virginia. He resides in Mitchellville, Maryland with his wife and two children
