Notice of Initiation of Rulemaking

Please be advised that, on October 29, 2005, the Legal Services Corporation's Board of Directors identified the following regulations as appropriate subjects for rulemaking: 45 CFR Part 1631 (Expenditure of Grant Funds); 45 CFR Part 1621 (Client Grievance Procedure); and 45 CFR Part 1624 (Prohibition Against Discrimination on the Basis of Handicap). Accordingly, LSC is undertaking a rulemaking to remove the regulation at 45 CFR Part 1621 and is initiating two other rulemakings to consider revisions to 45 CFR Parts 1621 and 1624.

In the case of Part 1631, the rulemaking is being undertaken to remove a now-obsolete rule. In the case of Parts 1621 and 1624, each rulemaking proceeding will provide the opportunity for an unlimited and thorough review of the respective regulation with the intent of updating and improving the rule as appropriate.

The rulemaking to remove Part 1621 is being conducted through a Notice and Comment process only. The rulemakings to consider revisions to Parts 1621 and 1624 are being conducted by Notice and Comment, but LSC will also be convening Rulemaking Workshops prior to the development of Draft Notices of Proposed Rulemaking in each proceeding.
