The headquarters organization of the Deputy
Assistant Secretary (DAS) for Multifamily Housing Programs includes
the immediate Office of the Deputy Assistant Secretary, an Office
of Housing Assistance and Grant Administration, an Office of Housing
Assistance Contract Administration Oversight, an Office of Multifamily
Development, an Office of Asset Management and an Office of Program
System Management. The field organization of the Deputy Assistant
Secretary for Multifamily Housing Programs includes: 1) 18 jurisdictional
HUBs that function in a coordinated interdisciplinary team approach
with outstationed staff in 33 Program Centers; and 2) 2 Property
Disposition Centers. The Deputy Assistant Secretary is assisted
by an Associate Deputy Assistant Secretary.
The Office of the Deputy Assistant
Secretary is responsible for the overall management, development,
direction and administration of the Multifamily Housing Programs
including:

The FHA Multifamily Mortgage Insurance
programs including the developing and implementing of policies,
procedures and guidelines covering preapplication through final
endorsement for the Field staff and industry; |

Quality assurance for the underwriting
of FHA Insured Mortgages; approves lenders authority to process
loans under Multifamily Accelerated Processing (MAP) and Risk
Sharing, monitors the lenders' performance, and withdraws approval
authority as deemed necessary; refers lenders as appropriate to
the Mortgage Review Board for sanctions and the Office of Inspector
General for investigations. |

The asset management and disposition
of multifamily housing projects and mortgages developed under
the Department's Multifamily Mortgage Insurance, Risk Sharing,
Direct Loan and Capital Grant programs; assessing portfolio and
program performance and coordination with the Assessment Center,
Enforcement Center, and Section 8 Financial Processing Center. |

Project-based rental subsidy programs
operated in multifamily housing projects that are either insured,
non-insured, Direct Loans, or financed with HUD Capital Grants. |

The Risk Sharing Programs for
FHA-Insured Multifamily Loans including program compliance of
the Housing Finance Agencies and Government Sponsored Enterprises. |

Community based initiatives such
as Neighborhood Networks and placed-based neighborhood assistance.

Responsible for strategic planning,
new product development, marketing, and industry relations. Recommends
legislative proposals for inclusion in the Housing legislative package.
Develops policies and program processing instructions. Responsible
for implementing Multifamily Housing Programs authorized by the
National Housing Act as amended by Congress, subsequent legislation
enacted into law, and annual Appropriation Acts. Represents the
Assistant Secretary before Congress, OMB, and other Federal agencies,
other HUD program areas, state and local governments, the industry,
private sector companies, colleges and universities, non-profit
organizations including advocacy groups, and the public in matters
dealing with policy and program development, implementation, and
evaluation.
Responsible for operational oversight
of Multifamily Housing in Headquarters and the Field including administration,
budgets, staff and support resources, training, data systems, program
performance under the Management Plan and other performance measures
under the Government Performance and Results Act (GPRA), procurement,
funding control, and audits. Responds to audits, studies and reports
by the Inspector General, General-Accounting Office and others.
Serves on the Previous Participation Committee (2530) which assesses
clients' performance and approves or denies their program participation.
