Presidential Appointees

Photo of Chairman CogbillJohn V. Cogbill, III, Chairman (Virginia)
John V. Cogbill, III is currently in his second term as chairman of the National Capital Planning Commission. President Bush appointed Mr. Cogbill to his first six-year term in June 2001. His second term runs through 2013. Mr. Cogbill is a real estate and land use attorney with McGuireWoods LLP in Richmond, Virginia where he serves as a managing partner. A Richmond magazine named Mr. Cogbill one of the Region's 100 "Power Players" and also a "Top Lawyer" in Richmond in the areas of Land Use and Real Estate. Mr. Cogbill has been a member of many civic boards and committees, including the Commonwealth Transportation Board and the Richmond Metropolitan Authority. A graduate of the U.S. Military Academy, Mr. Cogbill served in the U.S. Army from 1970 to 1976. He earned his J.D. from the T. C. Williams School of Law at the University of Richmond.

John M. Hart (Maryland)

President Bush appointed John M. Hart as a member of the National Capital Planning Commission in December 2008 to a six-year term. Mr. Hart earned a Bachelor of Architecture from Miami University, and a Master of Architecture and a Master of City Planning from the University of Pennsylvania. He serves as a Principal in the Planning and Urban Design Group with RTKL Associates in Washington, DC. In this role he is a project manager and lead designer for master planning and urban design projects both in the United States and abroad. Mr. Hart has special experience in the field of natural hazard mitigation planning.

 
Herbert F. Ames (South Carolina)
President Bush appointed Herbert F. Ames as a member of the National Capital Planning Commission in March 2005 for a six-year term. Mr. Ames is a licensed real estate broker in South Carolina and the owner of the Ames Company of Florence. The Ames Company is involved in the development and marketing of commercial real estate. Mr. Ames has been a member of many boards and committees. He was elected to two terms to the Florence County Council 1994-2000 and served as Chairman in 1995-1996 and as Vice Chairman in 1999-2000.

Mayoral Appointees

Arrington Dixon
Mr. Dixon is president of Arrington Dixon & Associates, Inc. (ADA Inc), a computer and telecommunications professional service business. Mr. Dixon has served in various public-sector capacities, including chairman and member of the Council of the District of Columbia and the Metropolitan Washington Council of Governments. He is currently Chairman of the Anacostia Coordinating Council and a Life Member of the Committee of 100 on the Federal City. A graduate of the U.S. Army Command and General Staff College, Mr. Dixon continues to support national defense efforts as a Colonel in the Army Reserve. He holds a B.A. from Howard University and a J.D. from George Washington University. Mr. Dixon was first appointed to the Commission in 1995 and reappointed in January 2007 to a four-year term by Mayor Adrian Fenty.
Stacie S. Turner
Ms. Turner is a partner agent with the Mashie & Turner Group, a real estate firm located in Washington, DC where she is in the top 1 percent of residential realtors nationwide. Prior to joining the real estate sector, Ms. Turner worked in the corporate marketing world for firms including Proctor & Gamble, Sprint, and Black Entertainment Television. She also ran her own marketing consulting practice. Ms. Turner has a BBA in Finance from Howard University and an MBA from Harvard University. A native Washingtonian, Ms. Turner serves on the Board of Directors for MetroTeenAIDS, and is affiliated with the National Association of Realtors and the Greater Capital Area Association of Realtors. Ms. Turner was appointed to the Commission in January 2007 for a four-year term by Mayor Adrian Fenty.
