ATF Ruling 77-28

The Bureau of Alcohol, Tobacco and Firearms has been asked whether a particular Oil of Mint may be authorized for use as a denaturant in Specially Denatured Alcohol Formula No. 38-B. Such denaturant would be used in lieu of Peppermint Oil, U.S.P., and would be an addition to the list of essential oils and aromatic substances authorized by ATF Ruling 74-1, 1974 ATF C.B. 35.

Held, the Director, Bureau of Alcohol, Tobacco and Firearms, has determined that Oil of Mint No. 880037, manufactured by Fritzsche Dodge & Olcott, Inc., 76 Ninth Avenue, New York, New York 10011, has the characteristic odor and flavor of Peppermint Oil, U.S.P., and is a satisfactory substitute for such oil in the production of Specially Denatured Alcohol Formula No. 38-B, if it meets the following specifications:

Specific Gravity at 25°/25°C.....................0.896 - 0.908

Refractive Index at 20°C........................1.459 - 1.465

Esters as Menthyl Acetate......................5% minimum

Menthol (Free and as Esters)...................50% minimum

Other provisions and conditions set forth in ATF Ruling 74-1 applicable to essential oils and aromatic substances listed therein are applicable to Oil of Mint No. 880037.

ATF Ruling 74-1, 1974 ATF C.B. 35, is hereby supplemented.
