The Nuclear Regulatory Commission's Atomic Safety and Licensing Board has issued a second partial initial decision on the application of Louisiana Energy Services for a license to build and operate a uranium enrichment plant in Claiborne Parish near Homer, La. The decision sustains three of the contentions filed by Citizens Against Nuclear Trash seeking to block the license. The decision could be appealed to the Commission.
